- The approved House Rules (Internal Regulations)
- Decisions of the General Assembly and the Board of Directors
The provisions below form part of the Association’s House Rules and complement the Statute.
Code of Ethics
HAT members are expected to uphold the highest standards of professional and ethical conduct. Each member shall:
- Act with diligence, integrity, honesty, and respect
- Maintain and develop professional knowledge, skills, and competencies
- Comply with all applicable laws, regulations, and established market practices
- Disclose promptly any actual or potential conflict of interest
- Promote an environment free from discrimination of any kind
Any breach of these principles may result in appropriate action by the Board of Directors, in accordance with the Statute and applicable law.
Conflict of Interest
Members must avoid and appropriately manage any actual, potential, or perceived conflict of interest arising from their professional role or their participation in HAT. Where such a conflict exists, members are expected to take all necessary steps to mitigate it, including refraining from accessing relevant information, abstaining from discussions or decision-making processes, and declining to participate in voting when appropriate. In all cases, members participate in HAT in their personal capacity, unless explicitly authorized to act otherwise.
Membership Fees
Members are required to pay an annual membership fee as determined by the Board of Directors.
- Honorary members are exempt from membership fees
- Members must comply with all obligations arising from the Statute and governing rules
- Non-payment of dues may lead to suspension or termination of membership in accordance with the Statute
Rights and Obligations of Members
In accordance with the Statute:
- Ordinary and Honorary Members have the right to:
- Participate in the General Assembly
- Vote and be elected to governing bodies
- Non‑Ordinary Members may participate in activities but do not have voting rights
All members are required to:
- Comply with the Statute and decisions of the Association
- Support the objectives and proper functioning of HAT

Public Representation
Members shall not present themselves as official representatives or spokespersons of HAT in any context, including legal proceedings, public hearings, or media and public communications. Such representation is only permitted where it is required by law or has been expressly authorized in advance by the Board of Directors.
Representation of Employers
Membership in HAT does not grant members the authority to represent their employer by virtue of their participation in the Association. Members must not enter into agreements, take part in decision-making processes, or otherwise act on behalf of their employer in matters related to HAT unless they have obtained the appropriate authorization from both their employer and, where required, from the Association itself.
Personal Responsibility
Each member remains personally responsible for complying with all applicable laws and regulations in connection with their professional activities and their participation in HAT.
Professional Conduct in Business Matters
Members must not, under any circumstances, use their professional position, influence, or authority within their organization to affect the operations or decisions of the Association. This includes attempting to influence decision‑making processes, voting procedures, or the outcome of any discussions within HAT.
Members must also refrain from using their role to impact or interfere with negotiations, agreements, or any form of cooperation involving HAT. Furthermore, members must ensure that no undue influence is exercised in relation to any actual or potential relationship between their employer and the Association, maintaining a clear separation between their professional responsibilities and their participation in HAT.
Confidentiality
Members must maintain strict confidentiality and must not use or disclose any non-public information obtained through their professional role or through their participation in HAT, unless such use or disclosure is properly authorized or required by law.
Committees and Working Groups
Participation
All members are encouraged to participate in Committees and Working Groups. Participation is open and does not require prior approval.
Attendance
Members are expected to maintain active participation. As a general guideline, attendance of at least 50% of scheduled meetings is recommended to retain active membership in a group. Exceptions may be granted where appropriate.
Professional Members
Professional members may participate in Committees and Working Groups. Where conflicts of interest arise, the relevant group may take appropriate measures and, if necessary, refer the matter to the Board of Directors.
